We are excited to announce that this year, the General Ray S. Miller Scholarship Fund will award three scholarships, each valued at $1,000. This funding reflects our foundation's commitment to making an impact on the educational journeys of our dedicated Minnesota Air National Guard members.

Who Can Apply? 

Eligibility for the Ray S. Miller Scholarship

The Minnesota Air National Guard Historical Foundation is here to support those who serve our state and nation. To be considered for this year's General Ray S. Miller Scholarship, applicants must meet the following criteria:

  • Active Enlisted Status: You must be an active enlisted member of the Minnesota Air National Guard at the time you apply and when the academic semester for which you're seeking funding begins.

  • Pursuing Higher Education: You must be currently enrolled in, or have a clear plan to enroll in, an accredited college, university, or technical school. The goal is to pursue your very first academic degree.

  • Previous Recipients Encouraged: If you've received this scholarship before, please reapply! We ask that you have successfully completed all coursework in the semesters immediately following your last award.

Eva Miller knew the importance of education and created this fund for members of the Minnesota Air National Guard. Higher education equips enlisted members with the knowledge to lead and manage teams more effectively. Additionally, they have greater career flexibility and a valuable pathway for advancement.

General Ray S. Miller

The General Ray S. Miller Scholarship was initially created by an endowment by Eva Hope Miller to honor her late husband, Brigadier General Ray Miller.  General Miller made a historic seven-day flight in 1920 to Washington, D.C., which resulted in the establishment of the Minnesota Air National Guard.  General Miller is the foundation of the Wing, having become its first commander and serving as a direct link to our heritage, which dates back to World War I.

Lt Col Richard Wiessner

The family of Lt Col Richard Wiessner made a significant endowment to this scholarship fund to keep the memory of these two great aviators alive. Lt Col Wiessner represents the heroic efforts of aviators during World War II. Wiessner flew eighty-two combat missions himself over Africa, Italy, and Germany during World War II in the Republic P-47 Thunderbolt. He continued his military career after the war in the Minnesota Air National Guard, including as commander of the 109th Squadron.
